A Henniker resident reported multiple OHRV crossings at the Mobile Station on Route 114 that forced traffic to stop and asked the board to review whether the crossing is an approved location under New Hampshire Department of Transportation rules and whether additional signage or public notice is needed.
The complainant, Kirk Swofford, told the board he had researched state records and that DOT engineers told him there are no permits on file for crossings at the Mobile Station; he urged the board to treat the matter as a safety concern. Other participants described having spoken to New Hampshire Fish and Game staff, who did not recall approvals, and to DOT engineers. The board discussed the difference between DOT permitting (an enforceable authorization) and Fish and Game trail records (a keeper of records and reviewer). Board members said they will request firm determinations from NHDOT and coordinate with law enforcement and the town’s ATV committee to determine appropriate signage, enforcement options and next steps.
