Commission debates parking standard for places of assembly; occupant-load approach proposed

During review of Section 7 (parking standards), commissioners focused on how to set parking minimums for places of assembly where seating and actual attendance vary. The group discussed multiple approaches: a square-footage metric, seats-based rules, and an occupant-load approach tied to the building’s posted maximum.

A planning commissioner summarized a proposed rule as “1 space for every 4 persons based on maximum occupant load,” noting the fire marshal’s occupant-load definition is widely used and provides a repeatable standard. Members raised concerns that using the maximum occupant load would require worst-case parking amounts and suggested alternatives such as using a percentage of occupant load (for example, 75%) or designing for typical attendance rather than legal maximum.

Staff committed to researching examples and draft language that would balance protecting nearby residential parking from spillover and avoiding overly burdensome parking requirements that would make some uses infeasible. The commission did not finalize a numeric standard and asked staff to return with options and sample calculations at the next meeting.
