Planning Director Doug DeMasi told the committee the application stems from a zoning‑enforcement complaint and that the owner is seeking Commercial General zoning to develop outdoor self‑storage, including RVs, shipping containers and boats.
"It comes as a result of a zoning enforcement action," DeMasi said. He described a concept plan in the staff packet and said the use as proposed would require a special exception before the Board of Zoning Appeals even if rezoning is approved. DeMasi noted planning‑commission questions about compatibility with the surrounding neighborhood and traffic safety; the planning commission voted unanimously to recommend approval to the county commission. If the county rezones the site, the applicant would still need to meet access, parking and landscaping standards during site‑plan review.
Commissioners asked whether fill had been placed on the parcel; DeMasi said the site had historical use as a fill site several years ago and that compaction or remediation work would likely be required as part of site preparation.
