Commission approves Lake Stella shoreline restoration project to satisfy DEP in-lieu requirement

The commission authorized a DEP in-lieu restoration project on Lake Stella on Aug. 4 after a lengthy discussion about environmental benefits and ongoing maintenance needs.

Staff presented two options to satisfy the city’s in-lieu obligations: (1) a shoreline habitat restoration focusing on clearing invasive vegetation, replanting native emergent species, installing erosion-control logs at outfalls and placing educational signage; or (2) stormwater inlet filters that would trap trash and nutrients but require frequent cleaning and specialized equipment. Several commissioners and residents raised concerns that inlet baskets would create an ongoing maintenance burden the city’s public-works crew could not sustain.

Commissioner (label 9) moved to approve the Lake Stella shoreline restoration (Option 1). The motion passed on roll call. Commissioners asked staff to coordinate with state wildlife and the St. Johns River Water Management District to ensure that removal and planting preserve nesting and rookery areas and meet any required buffer distances.
