The city attorney said the agreement is lengthy and needs revision and asked that the council pass the item to the next meeting so staff and counsel can finalize changes. "I cannot recommend to the council to pass it in its current form," the attorney said, urging a face-to-face meeting to make sure all parties are on the same page and to preserve a pilot project for testing.
