Council approves Tentative Tract Map 7498 for 40-acre subdivision

Staff opened a public hearing on Tentative Tract Map 7498, describing a proposal from 5 Lines Holdings to subdivide about 40 acres south of East Los Angeles Avenue into low-density single-family lots. Presenter Alan told the council the project is planned in four phases and is consistent with the general plan and city subdivision ordinance; staff recommended adoption of resolution 3106 finding no further environmental review required.

Patricia Newquist of Cornerstone Engineering said: "I'm Patricia Newquist with Cornerstone Engineering... Just happy to say we're looking forward to adding a 176 residential homes to your inventory." Council members pressed staff and the applicant on timing and site impacts: one member asked when construction would begin and was told there is no firm start date but the applicant anticipated a 2027 start and that several improvement-plan approvals and site cleanup remain. Council members also asked whether a nearby roundabout would affect property frontages; staff said the roundabout sits roughly 0.25 miles east and should not impact lot frontages.

Council members raised concerns about adjacent development, noting a Cesar Chavez Foundation multifamily project nearby. One council member said residents should not be "blindsided" by concurrent projects; staff confirmed the foundation is pursuing site planning and may proceed on its own timeline. After discussion, Mayor Pro Tem Olvera moved to approve the tentative map; the motion was seconded and the council approved the measure by roll call.

The approval allows the subdivision to proceed to next steps for improvement plans and any required development-agreement actions; staff and the applicant indicated they expect to return to the council again for development-agreement conditions.
