City staff report progress on Tulare Avenue work, substation and Aquatic Center opening

City staff provided several infrastructure and facilities updates. Staff reported that work on Tulare Avenue is progressing: concrete work is expected to be completed this week, with backfilling of sidewalks and sprinkler installation to follow, and the goal to complete the bulk of the work before school starts. Staff said remaining work would be minor cleanup if the schedule holds.

On the electrical substation, staff said drywall and plastering are underway, switchgear pads and electrical pads are being finished, and the site is wrapped; the timeline for PG&E to deliver power is uncertain and could depend on seasonal workloads, with a rough window discussed around September–October but no confirmed PG&E date. Staff reminded the council about the Aquatic Center ribbon cutting at 9 a.m. on Saturday and encouraged community participation.

Staff also fielded questions about Smart Fiber activation and reported that crews are working across town, vaults are being installed, and the company is preparing customer-facing systems and a physical location before a wider activation.
