Palatine council gives manager limited authority on tag-day approvals but rejects adding Palatine & Northwest intersection

The Village of Palatine's council amended its tag-day rules on April 4 to give the village manager administrative authority to approve consecutive weekend requests and to adjust the allowable number of volunteers at intersections for high-demand groups.

The change followed a staff review of the ordinance and a traffic-engineering analysis of intersections where groups solicit donations. Staff recommended administrative approval for back-to-back weekends when those requests are part of national or regional campaigns and urged caution on adding certain high-conflict intersections to the approved list. "We are recommending that we do not add this into the list of approved intersections," staff said of the Palatine Road & Northwest Highway location, citing multiple curb cuts and turning movements that create conflict points.

The amendment to delegate limited discretion to the village manager passed after a voice vote at the committee level and a roll-call confirmation in council. Supporters said the change streamlines permitting for volunteer groups while keeping safety reviews in staff hands.

Opponents and some council members pressed staff for data: "What type of accident history do we have there?" one member asked. Staff said accident counts for the intersection area were not analyzed by curb cut but provided year-by-year counts: "There were 22 accidents in 2012, 39 accidents in '13, 26 in '14, 31 in '15," and said those figures informed their safety recommendation.

The most contested motion was a separate proposal to add the Palatine Road & Northwest Highway intersection back into the list of approved intersections. That motion failed on a roll-call vote. Council members who voted against the addition cited the intersection's geometry, curb cuts and a lane taper that staff said increase pedestrian-vehicle conflict.

Knights of Columbus representatives urged the council to restore intersections removed from their historic list, arguing fundraising would be severely affected. "Essentially, you've taken away 66% of our traffic," said Bernie Bojarski, who identified himself as representing the Knights of Columbus. The council acknowledged the fundraising argument but prioritized staff safety analysis when voting against adding the Palatine/Northwest location.

Next steps: council directed staff to revisit a short list of other intersections for potential inclusion and to return with more detailed engineering notes and options. The manager-approval change takes effect immediately for administrative decisions; any further changes to the approved-intersections list will return to committee for review.
