Council committee endorses code 'recapture' cleanup to clarify cost‑sharing on public improvements

Staff said the amendment is primarily a cleanup to confirm the village's portion of recapture when public improvements (for example, a water main loop or road project) later benefit additional properties and new users tap into the system.

Explaining the change, staff said, "What this does is provides a cleanup, confirming the village portion of recapture." The ordinance establishes a mechanism by which the village may require subsequent users to pay their share of an improvement rather than having the cost borne by earlier users; staff noted the village must follow the same timeliness and cost‑verification rules as the private sector. Committee members characterized the amendment as housekeeping and voted to place it on the consent agenda for council adoption.
