Council committee, liquor commission clear Quick Liquors special use and package license; attorney cites rising traffic counts

Palatine officials moved to clear a proposed liquor store at 2387 North Hicks Road through committee and the village's Liquor Commission on Jan. 4.

At the Police Policy & Code Services Committee, staff said the project—previously approved in 2013—had received time extensions and was back before the village because ownership and property disposition were now settled; the zoning board of appeals had recommended approval 8–0 and staff concurred. Jerome Pendersky Jr., attorney for the petitioner (G11 Inc./Quick Liquors), told the committee the project was delayed by foreclosure but that ownership issues have been resolved and the petitioner is ready to move forward. Pendersky cited traffic counts presented with the application: "When we were with you in 2013, it was roughly 36,000 cars that drove by on Lake Hook Road every day. That number based on, a year ago is now 42,400," and he added that truck traffic on Hicks Road rose from about 14,000 to 16,000. Pendersky said most customers would likely be pass‑by traffic rather than primarily Palatine residents.

The committee voted in favor and placed the matter on the consent calendar. Later the Palatine Liquor Commission considered the same class B package liquor application for G11 Inc. and approved it by voice vote; the commission also approved a class E temporary liquor license for Saint Teresa School Parish for an event on Jan. 24, 2016, noting volunteer servers must complete required police department training.

The council committee and commission took no special conditions beyond standard licensing requirements in the transcript; staff said approvals were consistent with past practice and prior recommendations from zoning and staff.
