Council renews Visalia Police Department military‑equipment policy after annual AB 481 report

Lieutenant Dominguez, the department's professional standards lieutenant, presented the Visalia Police Department's AB 481 annual report and inventory, noting that the department retains seven of the 15 military‑equipment categories and that calendar‑year 2025 recorded no citizen complaints related to the military‑equipment use policy. Dominguez listed deployments, saying the department deployed its armored rescue vehicle 15 times, drones 221 times, a bomb truck 20 times and bomb robots 10 times; he reported four incidents in which chemical agents or direct‑impact munitions were used.

Dominguez recommended that council adopt a resolution renewing the department's military‑equipment use policy (resolution 2026‑53) and renewing ordinance number 2022‑09. Council members thanked the department for transparency; Councilmember Pachegian and others noted the reports are publicly available. Council voted 5–0 to adopt the resolution.

Dominguez also clarified complaint procedures for citizens: the department has a dedicated complaint form on its transparency page but accepts complaints verbally, by phone or email and will provide the specific form to those who raise issues related to military‑equipment use.
