County manager: preliminary fiscal close shows modest surplus; commissioners press for detailed figures

County Manager Barnett told the board staff expect to close the fiscal year this week and estimated FY expenditures near $90,000,000 and revenues near $92,000,000 as a preliminary figure. Commissioners asked for more precise month‑by‑month numbers and raised questions about a perceived gap between an average monthly spending figure and year‑end totals.

Commissioners reminded staff that spending freezes enacted in April should be reflected in the 12th‑month numbers and asked why invoices are still being processed. Barnett and finance staff explained that invoices commonly arrive after the fiscal year end and must be chased down; auditors will begin fieldwork in the third week of July to finalize the audit.

Commissioner Jones requested that staff provide the preliminary financials the board gives auditors as an initial package in the third week of July so commissioners have time to review before the September meeting. Barnett agreed to provide that package once the auditors' fieldwork begins.
