Council approves updated Youth Advisory Commission bylaws and welcomes new members

The council approved revisions to the Youth Advisory Commission (YAC) bylaws after a presentation by Mr. Murphy and introductions from the newly appointed youth members and adviser Alicia Maldonado. The proposed changes remove 12 sections, add ten new articles, and reduce the number of commissioners from 37 to 15. Applications will move from school‑district and council channels to the city website, and the bylaws add procedures for mid‑year calls for commissioners and clarify quorum, voting, meetings and subcommittees.

Mr. Murphy said the revisions align the YAC with the City of Killeen governing standards and modernize organizational structure; the packet shows specific changes to membership, meetings, subcommittee formation, expenditures and bylaws/amendment processes. Council members thanked the new commissioners — who introduced themselves by name — and praised the commission for completing a 22‑year update.

The council voted separately to approve RS‑26‑115 after it was pulled from the consent agenda. Council member Bass, who participated in interviews, described the new members as “very impressive” and commended adviser Alicia Maldonado for leading a competitive selection process.
