Yreka to issue RFP to digitize records; utility-billing policy shifts owner liability

City Clerk Cindy Prosky and the city manager described a records-digitization effort that will move paper files into cloud storage and allow public access to non-confidential documents. "We have an RFP out on the street to digitize the records, so we now have them saved in the cloud," the city manager said. Prosky added that confidentiality controls will remain in place: "With this RFP, we do have to make sure that some of the documents that would be available online are not confidential documents, which we still have. So I will be in control of those still."

Separately, finance staff described a utility-billing policy change that makes property owners responsible for water and sewer bills when a tenant leaves, a move the manager said has reduced unpaid debt and helped owners manage rents and re-rents. City staff said a long-term financial plan and a capital-improvement plan will follow later in the year to align funding with prioritized projects.
