Finance staff presented the tentative FY 2027 budget binder, explaining revenue and expenditure assumptions and how available fund balances feed into the revenue side of the budget. The presentation listed total expenditures of $96,036,571 broken down into regular expenditures ($34,717,008.57), grant expenditures ($18,901,323), transfers out ($30,390,480) and a reserve for contingency ($12,026,911), and noted an estimated board reserve of around $9,400,000.
Staff also highlighted assumptions including 10 mills on property valuations, an anticipated $1,400,000 from the fire-assessment, AvMed renewal rates at a 1.3% increase, and a 3% COLA. The clerk and finance staff warned that available fund balances are estimates that could be affected by large year-end purchases; commissioners asked clarifying questions about which big-ticket items had drawn on reserves.
