Board selects Envoy for city hall and police department BOT projects

The Board of Public Works and Safety approved the evaluation committee's recommendation to select Envoy to develop the city's build-operate-transfer projects for city hall and the police department. The mayor told the board the evaluation committee, which included the police chief and city engineering staff, found Envoy's RFPQ responsive and cited the company's experience in public-private partnerships.

"Envoy's approach to the projects was innovative in considering various alternatives that would positively affect construction pricing and schedule," the mayor said when introducing the recommendation. The board opened a public hearing on the recommendation; no members of the public spoke and the board reconvened and approved the selection and authorized the mayor to execute the BA agreement.

The recommendation noted Envoy's proposed key personnel and the firm's asserted financial and operational capacity to design, construct, operate and maintain the projects. The board's approval authorizes procurement staff and the mayor's office to move forward with contracting steps consistent with the evaluation committee's findings.
