Council approves code change to allow alternative finishes on retaining walls

The La Crosse City Council on Aug. 3 approved an amendment to city code section 115-399 to broaden what exterior finishes are allowed on retaining walls where fill is used on building sites. Planning staff told the council the change would create a review process and design standards "to minimize any adverse impacts on adjoining properties."

Deputy Director Ackland told the council the amendment responds to recent cases where smooth concrete walls — such as a retaining wall on the 200 block of Rose Street — lack the decorative finish the current code requires, and would let owners add veneers or other decorative treatments. "This is just an amendment to that code to allow for more flexibility," the staff presentation said. Staff recommended approval.

Commissioner Yeager moved to approve the ordinance; Commissioner Bornstad seconded. The council voted in favor on a voice vote and the motion carried. The ordinance is intended to give property owners options for improving the exterior appearance of retaining walls while establishing city review to limit negative impacts on neighbors.
