Council approves rezoning so owners can convert 1705–1707 16th St. S into a duplex

The La Crosse City Council voted to rezone 1705–1707 16th Street South to allow the building’s conversion from mixed commercial/residential use into a duplex. Planning staff told the council the ground floor is currently commercial while the upper floor is residential, and the applicant intends to convert the ground floor to a second residential unit and make exterior improvements, including new windows and landscaping. "We are recommend[ing] approval of this item and it is in conformance with our comp plan as well," staff said.

During a public hearing, the owners (identifying themselves as Amy and Virginia Chris) described plans to remove bottom-floor storefront windows, install windows matching the upper floor, and add planters. James Troop, a nearby resident, said the property has served as a duplex for decades and voiced support. Council Member Trost moved for approval; Commissioner Siamis seconded and the motion passed by voice vote. The council emphasized that exterior improvements are encouraged but staff said rezoning typically cannot be conditioned on specific façade work.
