City approves CPH contract for Old Lake Alfred Road water main extension

The City Commission approved a staff recommendation to authorize additional professional services from CPH Inc. for post‑design and construction administration related to the Lake Alfred Water Treatment Plant No. 2 project and a 3,600‑foot, 12‑inch water main along Old Lake Alfred Road.

City Manager Ryan Levengood said the Florida Department of Environmental Protection’s State Revolving Fund previously approved funding for the project and that staff sought to capture additional costs stemming from bids: "The staff recommendation is to approve CPH for additional services related to water treatment, Plant Number 2... in the amount of $221,000.52," Levengood said. He explained that while the extra amount is not eligible for principal forgiveness, it can be financed at the SRF interest rate of approximately 1.45%, which staff preferred to using impact fees.

A commissioner added a caveat to ensure subcontractor terms will not bind the city contrary to the RFQ and continuing contract terms; the motion, with that caveat, was seconded and carried by voice vote.
