Staff reports: W. Main overlay near completion; council addresses fireworks request, e-bike safety and facility access

City Administrator Adam Kofoed told the Council that West Branch has been recognized with an All Star Community Award and noted coverage in the League of Cities publication ("There are only 3 cities that will be awarded with this recognition this year"). Engineer Dave Schechinger said the W. Main Street overlay is near completion and that two lanes would be open in time for Hoover Hometown Days, with the contractor to finish the project before school resumes.

City Clerk Alycia Friis presented a request to allow fireworks for a July 2027 reception at Little Lights on the Farm and asked for Council guidance on how such requests should be handled; City Attorney Kevin Olson will review state restrictions. Councilmembers also discussed Town Hall elevator key access after a new code lock installation and options including a lockbox or synced code; they raised safety concerns about rising e-bike and scooter speeds (noting some machines reach 20–28 mph) and asked staff to review state rules and possible local responses. The Council asked for further discussion on landscape meter inventory and possible deposit/fee rules to ensure timely return.
