Commissioners delay Lake Glenwood dam award, order 45–60 day due diligence

Bids for the Lake Glenwood dam repair were presented July 13; the single responsive bid from Trader Construction totaled $2,585,250. Building Facilities Director Ken Brann said the firm was the only bidder after a second RFP issuance and that LJB Engineers' design had state approval. Commissioner Mac Manning opposed immediate award, citing traffic impacts and fiscal priority differences; a 2–7 vote defeated awarding the contract to Trader Construction.

The board instead approved a substitute motion, made by Commissioner Rochelle Brown, directing staff to complete an expedited 45–60 day due‑diligence review of financial data and alternative options including maintenance‑and‑repair, decommissioning and partnerships. Mr. Brann noted the state had earlier approved the dam repair design and said delays raise costs; commissioners asked staff to return with clearer cost accounting and options for turning the area into a greenway if appropriate. "Although 4 companies attended the pre‑bid conference, Trader Construction was the only bidder after the second issuance of the RFP," staff reported. The due‑diligence motion passed unanimously.
