FPUA board approves $3.99M Garden City transformer to boost electric capacity

The Fort Pierce Utilities Authority board on Aug. 4 approved the purchase of a replacement auto transformer for the Garden City substation, awarding a $3,992,798 contract to Erbe Utilities.

Mr. Cisneros introduced the item and staff said the transformer (GT‑3) supplies approximately 45% of the system peak, “which last year was right at 126 megawatts,” and that the unit installed in 1992 has experienced two major failures. Keith Stevens told the board staff identified Erbe Utilities as the best‑evaluated proposer after soliciting bids; staff recommended awarding the contract to them for $3,992,798.

Board members pressed staff on the 2025 bushing failure and the interim repair steps. Staff said the emergency repair cost about $60,000 because a spare bushing from the warehouse was used and crews cleaned and refilled the unit. David Van Aken explained newer transformer technology extends expected service life — from the older 35–40 years to roughly 50–60 years — and that the vendor expects delivery in December 2028.

A board member moved to approve the purchase; the motion was seconded and passed on a roll‑call vote. Staff said routine oil testing (quarterly) and monthly infrared inspections at the substation will continue during the interim period before the new transformer arrives.
