FPUA cites more than $100M in grants, PFAS funds and capital priorities in FY27 plan

During the FY2027 budget presentation, FPUA finance staff highlighted that the organization has been awarded more than $100,000,000 in grants across projects and that PFAS settlement funds are a modest but targeted funding source for capital work.

Staff said completed grants total about $44,000,000, active continuing grants $54,000,000 and about $10,000,000 pending, and that to date FPUA has received about $8,000,000 of a $10,000,000 PFAS settlement allocation. The FY27 grants budget was listed at $15,100,000 tied to conveyance, grid resiliency, sewer connection and other targeted projects.

Board members and staff noted that grant reimbursements and careful reimbursement documentation have helped postpone a larger immediate debt issuance and reduced near‑term rate pressure. Staff also listed capital priorities for FY27 including wastewater conveyance completion (largest FY27 capital share at 46%), electric enhancements and the continuation of AMI implementation.
