Commission approves Silverado Village Phase 3: 81 age-restricted lots, HOA-maintained open space

The planning commission voted Aug. 4 to approve Silverado Village Phase 3, a common-open-space tentative subdivision map and a special-use permit for an 81-lot, age-restricted senior-housing development on approximately 13.55 acres.

Planner Julie Olander explained the request: the development proposes 81 lots with two-bedroom homes ranging from about 1,322 to 1,745 square feet, an increased density permitted under the county’s age-restricted housing rules (the applicant is proposing 5.97 units per acre), and deed restrictions to ensure senior occupancy. Utilities (water by regional provider, sewer by Washoe County) and emergency access arrangements were described in staff materials.

The applicant’s representative Stacy Huggins (Wood Rogers) said the project mirrors phases 1 and 2 in design and intent: gated access at Neighborhood Way, gated emergency accesses at two southern points, internal paseo pedestrian paths and amenities tied to the existing Silverado Village HOA. Huggins said the design emphasizes internal walkability and includes accessible home features for aging residents.

After brief questions and no substantive opposition in the hearing record, Commissioner Kennedy moved to approve the tentative map and special-use permit with conditions in Exhibit A and required findings; the motion carried unanimously.

The recorded approval includes conditions on deed restrictions, engineering approval for crossing the county flood-detention channel and other standard conditions referenced in the staff report.
