Broken Arrow to manage Mingo Road design; Bixby to fund construction under MOU

Council authorized staff to execute a memorandum of understanding to allow Broken Arrow to manage engineering and design for Mingo Road improvements that cross the Bixby/Broken Arrow boundary.

Charlie Bright, director of engineering and construction, said Bixby has assumed maintenance responsibility for the road and asked Broken Arrow to manage the project because of staff capacity and experience. Bright emphasized that the city was not committing any funds tonight: "We have made no financial commitments to them and we are not making any financial commitments to them tonight," he said. He noted Bixby has paid for the design contract and will pay future construction costs unless council later approves cost sharing.

Council members supported the interlocal approach as a regional partnership model and moved to approve the MOU to permit staff to proceed with management and design coordination. Staff noted the group may pursue INCOG/NCOG grant opportunities in the future and will return with additional details if cost sharing or grant matches are required.
