Council adopts ordinance banning operation of motorized scooters on Rose District sidewalks

The council adopted an ordinance amending the city code to prohibit the operation of motorized scooters and similar devices on sidewalks, pedestrian walkways, plazas and other pedestrian-oriented areas within the Rose District.

Staff explained the amendment references state statute authority to regulate motorized scooters and the proposed change focuses on pedestrian safety in the Rose District. Chief Arnold (speaker 23) confirmed the police department would step up enforcement around the district. The ordinance includes an exception for mobility devices used by persons with disabilities.

A citizen, Ben Truk, spoke in support and urged a community approach to keep youth safe; he said his 13‑year‑old son owns an e-bike that can reach high speeds and suggested organized, safe places for training and riding. The council moved, seconded and approved the ordinance and the emergency clause by roll call.
