Council debates Vision Zero‑style road safety resolution; some members urge an action plan

Council member Lutweiler introduced a Vision Zero‑style road safety resolution that, in the current draft, does not include an attached action plan. Lutweiler said the action plan had been removed to respect staff capacity, but he urged the council to use the resolution to guide budget priorities and staff work.

"Initially, my intent with the action plan being part of this resolution was trying to help give staff a little bit of a tangible framework and a little bit more meat to what are we prioritizing," Lutweiler said. Several councilors supported the values in the resolution but pressed for a mechanism to convert it into implementable projects—either by restoring an action plan with a longer timeline (24 months) or directing staff to prepare feasibility and budget estimates for specific priority corridors and hubs.

Staff cautioned that departmental bandwidth and current budget pressures mean an action plan will require scheduling and possibly a phased timeline. Council members discussed amending the resolution to ask staff to identify feasible methods and present them for council review, and several said they would support the resolution as a policy statement now while pursuing an action plan during the next budget cycle.
