EVOLVEKY briefing: EV operating costs and charger usage discussed before subcommittee

The Budget Review Subcommittee on Transportation heard a briefing July 1 from Mike Proctor, EVOLVEKY Board Member and Publicity Chair, on electric vehicle charging infrastructure in Kentucky. "the cost of operating an electric vehicle is close to the same as the cost of operating a gasoline-powered vehicle, and EV users are not being overcharged," Proctor said in response to a committee question about costs.

Proctor told members that EV registrations have climbed from 395 in 2013 to approximately 27,883 in 2025. Senator Jimmy Higdon noted the state's electricity-generation context during the exchange, saying Kentucky power plants use about 20 million tons of coal per year and that, before 2010, almost all coal came from Kentucky while now roughly two-thirds comes from other states. Committee members pressed Proctor on a proposed $150 usage fee per charger; Proctor said no data were yet available on collections and warned that the location of charging stations strongly affects how much usage fees would generate.
