KYTC official: Chip-Seal Program restricts use of County Road Aid Grant Pool funds on gravel roads

Bobbi Jo Lewis, Commissioner of the Department of Rural and Municipal Aid at the Kentucky Transportation Cabinet, told the Budget Review Subcommittee on Transportation about the Local Assistance Road Program (LARP) and the City and County Bridge Improvement Program. "the Chip-Seal Program does not allow the counties to use their County Road Aid Grant Pool Program funds to apply it to gravel roads," Lewis said, describing a restriction that affects local maintenance choices.

Commissioner Lewis said local governments' most common concerns center on County Road Aid and flex funds. She also noted that the Transportation Alternatives Program (TAP) guidebook and the Local Public Agency (LPA) guide help smaller communities navigate federal funding requirements. Senator Jimmy Higdon commended the Kentucky Transportation Cabinet for its work and expressed appreciation for the information provided.
