Parks board weighs trails subcommittee to boost city connectivity and strengthen development requirements

The Spring Hill City Parks Advisory Board spent a substantial portion of its May 2026 meeting on proposals to improve trail connectivity across the city. Public Works Director Jacob Speer said the mayor and residents have expressed interest in creating trails that connect neighborhoods and key destinations, and discussed forming a focused subcommittee to develop a plan.

Speer told the board that a master plan could allow the city to require trail construction as part of new development, but cautioned that "acquiring the easements and right of way necessary for trails" could be a roadblock. He noted there is "room in budget" for planning but that trails are currently installed by developers. Board members asked whether a subcommittee was already active; Speer said the mayor has been vocal at council meetings and asked interested residents to contact the city.

Board member Alyssa O'Connor suggested a walkability study to guide priorities and help position the city for grant funding. Speer added that linking trails work to road projects could strengthen the case for grants. Acting Chair Brecken Brown asked how a subcommittee would differ from the Parks Board; Speer said a subcommittee would focus specifically on trail goals and dissolve after objectives are met, while the Parks Board would continue to oversee broader park duties.

The board agreed to continue developing the idea; members indicated the next step is to draft a plan for submission to City Council and to coordinate with legal staff on any easement or development requirement language.
