Contractor delays slow animal shelter build while juvenile detention center nears completion

Beck Brothers’ senior project manager told the court that work on the juvenile detention center is moving toward completion: "We got the AC in last week. It's substantially complete," he said, listing ceiling-grid and door installations scheduled to begin this week.

By contrast, the animal shelter's metal building has been held up at a hot-dip galvanizing vendor. The project manager said the fabricator promised earlier delivery but could not provide a firm date. Commissioner (Speaker 2) expressed frustration, saying, "I'm not happy at all with the progress," and warned he would not approve purchase orders or change orders until material deliveries and onsite work were evident. The commissioner also noted the county has provided more than $2,000,000 on these projects to date.

Why it matters: Both projects are ARPA-funded county capital improvements; delays at the animal shelter may postpone shelter operations and inflates oversight concerns. The court tabled further contract increases for the animal shelter pending the two-week update staff requested.
