Council approves SUP for 4,864-sq.-ft. infill home in Turtle Cove

The Rockwall City Council on Aug. 3 approved Z2026-031, a specific-use permit allowing the combination of two Lots in Turtle Cove Phase 3 and the construction of a two-story, 4,864-square-foot single-family home on a 0.287-acre parcel.

Staff planner Ryan told the council the project meets the Planned Development District 2 and Unified Development Code requirements for residential infill but that approval is discretionary and contingent on the councils review. "The applicant is proposing to demolish the 2 existing residences, combine the lots into a single lot, and construct a 2 story, 4,864 square foot single family home," Ryan said. Staff mailed 73 notices to nearby owners and received three in favor and three in opposition; the Planning & Zoning Commission recommended approval 6-0 with one commissioner absent.

The applicant's representative confirmed the design was revised to meet neighborhood and PD requirements and described the proposed garage configuration. After opening and closing the public hearing with no additional speakers, the council moved to adopt the ordinance amending PD-2 and the UDC to grant the SUP; the motion passed unanimously.

The ordinance provides conditions, potential fines for violations up to $2,000 per offense and an effective date as included in the drafted ordinance. The council did not record individual roll-call tallies in the transcript; the action was noted as approved unanimously.
