Council presses staff on active transportation RFP timing as plan timeline slips

Kate and staff outlined the city’s next steps on an active transportation plan and said an RFP will be drafted and released later this year, with consultant selection targeted by the end of the year. "We anticipate it to take at least a year, maybe a year and 0.5 to get a final plan together," a staff member told the committee.

A council member pushed back on scheduling changes, noting the governing body had adopted the active transportation plan as a strategic goal with anticipated milestones: an RFP by the end of 2025 and a completed plan by the end of 2026. "We're now hearing it'll be released late fall of this year and perhaps not completed until the end of 2028," the council member said, calling those "considerable delays" for an adopted strategic goal.

Staff said the city will continue cross-department coordination and that the timeline reflects staffing and procurement realities; the committee asked staff to return with RFP language and a clear schedule in the coming months.
