Committee advances Black & Veatch Overland Park headquarters redevelopment plan

The Finance Administration & Economic Development Committee voted unanimously to direct staff to send the Overland Park Plaza Project Area 1A plan to the planning commission for a conformance finding and to prepare resolutions and public‑hearing notices for Sept. 28, 2026. The motion also directed staff to prepare a redevelopment agreement with Black & Veatch, a public‑hearing notice for creation of the OP Central CID (contingent on a valid petition), and a resolution of intent for EDRBs related to the headquarters project.

Todd, the staff presenter, described Phase 1 as demolition of the existing headquarters and construction of a new nine‑story, Class A headquarters of about 729,000 square feet with structured parking for roughly 2,600 vehicles. "It is a massive endeavor, a massive capital investment," Todd said, summarizing the full buildout that could exceed $1.3 billion if all phases are realized. Chair called the motion and the committee passed it unanimously.

The committee's direction is procedural — it asks staff to prepare documents and notices so the council can consider the project and incentives on Sept. 28. The committee did not approve the redevelopment agreement or any incentives tonight; it approved forwarding materials and preparing the formal packets needed for public hearings and subsequent council action.
