Sun Valley council adopts Comprehensive Plan amendment adding police and fire impact fee studies

The Sun Valley City Council on Dec. 6 unanimously approved Resolution 2021-09 amending the City of Sun Valley 2015 Comprehensive Plan to adopt Appendix VII, the Police and Fire Departments' Impact Fee Studies and Capital Improvement Plans.

Community Development Director Skelton presented the city-initiated amendment, outlining the requirements necessary to implement development impact fees. The Mayor opened and closed the public hearing without receiving any public comment. "Community Development Director Skelton went over this item and the various requirements that were necessary in order to implement development impact fees," the transcript records.

Council President Michelle Griffith moved to approve Resolution 2021-09; Council Member Keith Saks seconded. A roll call vote recorded ayes from Griffith, Council Member Jane Conard, Saks and Council Member Brad DuFur; there were no nays. The Mayor declared the motion approved.

The amendment adds the technical studies and capital improvement plans the police and fire departments provided as Appendix VII to the Comprehensive Plan, establishing the analytic foundation the city will use when assessing impact fees on new development. The council took the action during a special meeting that began at 4:08 PM and adjourned at 4:18 PM.

The council also considered an implementing ordinance later in the same meeting to establish administrative procedures for fee collection and exceptions.
