The City Council approved SUBPP 2019-06, the preliminary plat for Crown Ranch Phase 5, following a public hearing and a 3-0 roll-call vote with Council Member Conard recused. Council Member Keith Saks moved for approval, Council Member Brad DuFur seconded, and the motion carried with Council President Michelle Griffith, Saks and DuFur voting yes; no members voted no.
Community Development Director Ternet told the council that "this item is only for a preliminary plat, it is not for a design review, which has already been approved by the Planning & Zoning Commission." Layne Thompson of Magleby Construction reviewed building footprints and the lots proposed for the phase while staff and council members discussed procedural questions about appeals and prior reviews. Council members noted that no timely appeal had been filed on the agenda item.
Several residents spoke during the public hearing, raising objections; the council closed public comment after hearing from the speakers. The mayor opened the hearing at 4:37 PM and closed it at 4:50 PM. The approved motion included the findings of fact and conditions of approval required for preliminary plat acceptance. Council Member Conard rejoined the meeting after the vote.
