Residents say Crown Ranch Phase 5 may violate city hillside ordinance; objections did not block approval

Residents and adjacent homeowners raised legal and ordinance concerns during the public hearing on SUBPP 2019-06, the preliminary plat for Crown Ranch Phase 5. Irwin Sentilles, a Sun Valley resident, told the council that "there is no way the City Council should be approving a plat that he alleges violates a City ordinance," and described his reasons for believing the application conflicts with local rules.

Margaret and Jane Claymore, who identified themselves as residents of Crown Ranch, asked the council to deny the plat amendment because they said they are directly affected and need council protection. Jim Fletcher, another Sun Valley resident who testified at the Planning & Zoning Commission meeting, said the proposal is "complex" and that he believes it is not compliant with the city's hillside ordinance.

City staff and council members responded by noting procedural boundaries: Community Development Director Ternet explained the council was considering a preliminary plat only and that design review had been handled by the Planning & Zoning Commission. Council members said no timely appeal had been filed on the agenda item; the council nevertheless approved the preliminary plat subject to findings of fact and conditions of approval.
