Inland Wetlands Commission authorizes release of $10,000 erosion-control bond for Haystack Woods

The Norfolk Inland Wetlands Commission authorized the release of a $10,000 erosion-and-sedimentation control bond issued to the Town of Norfolk by the Foundation for Norfolk Living for the Haystack Woods project (Inland Wetlands Approval #21-004) at its Aug. 3, 2026 meeting. Chairman Hartley Mead moved to release the bond; the motion was seconded by Jill Chase and carried unanimously.

Land Use Administrator and Wetlands Enforcement Officer Stacey Sefcik told the Commission she had visited the site several times, including after the road work was approved and during preparation for zoning compliance. She said she had noted a few minor wetlands concerns that had been promptly addressed by Ms. Briggs-Johnson and her contractors. Mr. Mead also reported visiting the property several times and said he was "very pleased with how the work had been completed" according to the minutes.

Commissioner Joel Nelson asked what the bond would be used for and whether it might still be necessary; Ms. Sefcik explained the bond's purpose is to allow the Town to pay for emergency repairs to sedimentation and erosion controls if needed. Because the site is stabilized and outstanding items had been corrected, staff recommended release.

The motion authorized release of the full $10,000 bond. The minutes do not list any follow-up reporting requirements or conditions tied to the release.
