Residents, council and staff weigh pros and cons of a COVID-19 vaccine mandate

Public comment and council discussion on a possible COVID-19 vaccine mandate dominated the final portion of Sun Valley’s Sept. 14 special meeting. Resident Darcy Creech told the council she was "vehemently opposed to a forced vaccine mandate," and resident Scott Marelli warned mandates "separate our citizens" and alleged possible HIPAA violations.

Council Member Brad DuFur raised practical questions about scope and enforcement, asking whether any requirement would be citywide or limited to city staff. DuFur said a citywide mandate would place burdens on local businesses and citizens and raised the possibility of legal action and enforcement costs. City Administrator Femling warned of staffing losses if the city adopted a staff mandate, saying the city could lose "1/3 of our police department" and noting "We have over $100,000 per person regarding training for each officer that we could lose." City Attorney Johnson said the city code has supportive language allowing a city to take legal action but that the city should expect legal challenges to a mandate.

Council Member Jane Conard noted existing vaccination requirements in other contexts — for example school-entry vaccination proof — and urged the council to balance public-health benefits against economic impacts.
