The Sun Valley City Council approved on first reading Ordinance No. 555, a rezoning request (ZMA 2020‑03) that would change portions of parcels RPS0000000001B, RPS0000000001J and RPS0000000001F from Open Recreation (OR‑1) to a mix of Open Space (OS), Service Commercial (SC), Single‑family Residential (RS‑1), Multiple‑family Residential (RM‑1) and Public/Institutional (PI) zoning designations.
Council Member Jane Conard moved to approve the rezone application and directed staff to refine findings of fact and conclusions of law in line with the Council’s discussion; Council Member Keith Saks seconded. The roll‑call vote was AYES: Michelle Griffith, Keith Saks and Jane Conard; NAYS: none. Council Member Brad DuFur was recorded as recused. City Attorney Johnson then read the ordinance by title only.
City Attorney Johnson said the Council faces a difficult procedural decision and urged members to set aside personal views while deciding on compliance and findings. "This is a difficult decision that we are charged to make, and we must put aside our personal opinions," he told the Council.
The ordinance will return for a second reading at a future Council meeting after staff prepares revised findings and conclusions reflecting the discussion on January 21. The approval on Jan. 21 was limited to the rezoning action and did not adopt any development plans or entitlements for a particular number of units.
