Council adopts new grant policy requiring letters of support and pre-approved clubs list

Rachel Toker, OHV Recreation Grant Administrator, presented changes to the grant application requirements for the current cycle and explained how staff and the council will implement them. She said all grant applications will now require a letter of support from an established OHV organization or club, which prompted council discussion about how to define what constitutes a "local nonprofit" or an established OHV organization. Toker and Division counsel Nicole Hanna clarified that applicants' state‑filed bylaws and articles of incorporation must explicitly prioritize promotion of motorized recreation to meet statutory definitions of eligibility; board membership alone will not suffice.

Jason Curry recommended that the Division and council compile a pre‑approved list of eligible clubs and user groups to ease application processing for future cycles; the council agreed to create such a list before July 15. Toker reminded council members that scoring must be unbiased and instructed members to raise conflicts of interest (for example, the meeting recorded Mike Cook recusing himself from evaluating the Uintah County Enduro Course proposal) before evaluations begin.
