Council told 41 grant applications request $3.65M while only $2.45M is available

Rachel Toker told the council that 41 eligible grant applications were submitted in the FY26 Q2 OHVR cycle; one application (Town of Dutch John) was withdrawn and three were deemed ineligible during internal risk review. Total requests across eligible applications equal $3.649 million while approximately $2.45 million is available to award — a shortfall of roughly $1.2 million.

Toker noted that projects requesting more than $350,000 will require formal presentations limited to 10 minutes with five minutes of Q&A. The Uintah County Enduro Course project exceeds that threshold and will be presented at the next meeting; Mike Cook has recused himself from evaluating or scoring that project. The council discussed options for prioritizing awards and the possibility of redirecting unfunded applications to the RTP portal if they can meet federal NEPA compliance and other RTP requirements.
