Grant rules tightened: letters of support now required; Division to pre-list eligible clubs

Rachel Toker, OHV Recreation Grant Administrator, reviewed revised grant policies for the current cycle and said, "All grants now require a letter of support from an established OHV organization/club." The requirement sparked discussion over the definition of a "local nonprofit" and how evaluators will verify applicant ties to the OHV community.

Jason Curry suggested the Division and council compile a pre-approved list of eligible clubs and user groups to streamline future applications. Scott Wheeler raised concerns about ensuring applicants have legitimate OHV community ties; counsel Nicole Hanna responded that applicants' state-filed bylaws and articles of incorporation must explicitly prioritize promotion of motorized recreation to meet statutory definitions.
