WISD board delegates Chapter 49 contracting authority to superintendent for 2026–27

The Westbrook ISD Board of Trustees voted unanimously July 30 to delegate contractual authority to the superintendent for the 2026–2027 school year under provisions of the Texas Education Code. Thomas Connell moved the delegation and Richard White seconded; the motion carried 3–0.

Connell stated the motion in full during the meeting: "For the 2026–2027 school year, we delegated contractual authority to obligate the school district under Texas Education Code (TEC) §11.1511(c)(4) to the superintendent, solely for the purpose of obligating the district under TEC, §48.257 and TEC, Chapter 49, Subchapters A and D, and the rules adopted by the commissioner of education as authorized under TEC, 49.006." The vote gives the superintendent authority needed to approve agreements such as the Agreement for the Purchase of Attendance Credit and related Chapter 49 contracts.

The board recorded a 3–0 vote with trustees Thomas Connell, Brent Cochrone and Richard White voting in favor; three trustees were absent. The action follows standard practice where boards delegate limited contracting authority to expedite state-mandated attendance-credit arrangements tied to Chapter 49 legislation. No additional conditions or sunset dates were specified during the meeting.
