At the May 16 meeting the council and committee advanced an ordinance granting a planned development amendment and a three-lot commercial subdivision at 1601 North Rand Road. Petitioner representatives told the committee they had been unable to secure cross access with the neighboring center; the Illinois Department of Transportation has allowed a temporary right-in/right-out entrance on Rand Road that will have to be removed if cross access is later established. Council moved the measure to the consent agenda and later approved the consent agenda by roll call.
Michael Mandes, representing the petitioner, described changes to the site plan including a reorientation of buildings, reconfigured dumpster placement and a reduction in overall square footage to a single-tenant 4,500-square-foot building where previously a multi-tenant building was proposed. He said the state conditioned the access permit and that "this entrance has to be removed" when cross access is available. The petitioner, Dan Soltis, told the council they expect to begin construction this year and identified planned tenants (Mattress Firm and Verizon) for the subdivided lots. Staff answered council questions about parking, cross-access agreements and recorded shared maintenance obligations.
