The Lisbon School Department’s five-year capital plan was updated and the committee was reminded that the Philip W. Sugg Middle School renovation — approved by referendum in November 2024 — is the primary capital focus for the coming year. The superintendent said a DEP site report is pending and that, if the permit timeline is favorable, construction could start as early as November 2026.
"This project being completed in August 2027" was described as the current target, but staff cautioned the schedule could shift depending on the DEP report. Architects also noted that the middle school kitchen may need to be closed and a satellite feeding plan implemented during peak renovation months, and the superintendent said the district is working with the town finance director to explore a bond anticipation note to support project start-up costs.
The committee asked for updates when the DEP report arrives and requested coordination with the town finance director on funding options and timeline adjustments. The superintendent said the district would go out to bid once the permit is confirmed and that in some scenarios a September start would be possible if approvals come early.
