William Osborne of SEAGO opened the public hearing by explaining the Community Development Block Grant program and the kinds of projects it typically funds. "The Town of Huachuca City is expected to receive approximately $516,000 in FY2026 of federal Community Development Block Grant (CDBG) funds from the Arizona Department of Housing (ADOH) Regional Account," Osborne said, and he listed eligible activities including water, wastewater, street improvements, community facilities and housing rehabilitation.
Osborne described SEAGO’s role preparing regional applications and said the regional account rotates among jurisdictions; Huachuca City’s turn is in 2026. He and Mayor Johann Wallace also explained that the town must create a project list from public input for a formal resolution, and that State Special Projects (SSP) and Colonias set‑aside funds are additional competitive options that the town could pursue for planning or targeted infrastructure work.
