Officials weigh whether a colonia designation exists inside Huachuca City

SEAGO staff told the hearing Colonias are defined by objective criteria such as lack of potable water, inadequate sewage systems and substandard housing that predate November 28, 1991. Osborne said Colonias grants are competitive and typically limited to water, wastewater, storm drainage or housing rehabilitation and require shovel‑ready designs and income‑qualified client lists.

Mayor Johann Wallace and Town Manager Suzanne Harvey both said they were unsure whether the nearby trailer park or nearby areas meet state Colonias boundaries; Osborne recommended staff confirm the map and, if qualifying, include a Colonias‑eligible project on the town’s project list so it can be considered during the competitive SSP/Colonia cycle.
