Committee confirms Koker purchase as acquisition work continues amid sales and monitoring concerns

The Middle Creek Project Committee confirmed on June 1 that escrow closed on the Koker property and the approximately 11.7-acre parcel has been transferred to Lake County as part of the restoration project. Michael Bedar, Middle Creek Program Coordinator, reported the transaction is complete and staff continue outreach to additional willing sellers.

Committee members raised concerns about two parcels that were sold to new owners while they were on the project27s acquisition list. "It27s frustrating that properties identified for potential acquisition were sold without the committee being aware beforehand," said Bruno Sabatier, District 2 Supervisor. Monument staff will resend willing-seller outreach letters to the new owners and continue contact attempts with non-responsive owners.

Discussion described possible options if negotiated purchases fail, including eminent domain or supplementing funding. Monument is working with the Saechao family to identify a proposed subdivision boundary so the family could retain their residence while selling agricultural parcels; the county will evaluate whether that configuration fits acquisition and restoration objectives. Committee members requested a standardized tracking report showing each property27s status, recent outreach, ownership changes, and which party is responsible for next steps.
