Officials describe board appointments, disclosure rules for proposed Dayton NCA; residents press for stronger oversight

City staff told the Commission that the proposed NCA would have a six‑member governing board, with three members appointed by the City Commission and three appointed by the City Manager, and that NCA records, contracts and audits would be publicly available.

Residents at the hearing countered that the appointment structure and lack of historical financial data on prior NCAs (for example, the Arcade project) create transparency gaps. Ebony Hastings explicitly asked whether the Commission should have a greater role in appointments and requested additional information on Arcade NCA collections and enforcement history. Several speakers asked the Administration to include clear public reporting and performance metrics in any enabling ordinance.

Hetman said dissolution of the NCA would require completion of obligations and approval by the Board and City Commission and reiterated that any future debt would be paid through NCA revenues and not the City’s General Fund. The public requested that these safeguards be reflected in draft legislation and that the Commission consider delaying final approval until requested information is provided.
